SkyBridge Capital founder Anthony Scaramucci expects Bitcoin (CRYPTO: BTC) to grind higher through the end of 2026 as U.S. market-structure legislation faces a difficult path through the Senate.
Bitcoin Bear Market May Have Further To Run
In an interview with Risk Takers on July 18, Scaramucci said crypto entered a bear market in October 2025 after what he described as a relatively shallow bull cycle.
He added that another 25% to 30% decline could be required to complete a more conventional crypto downturn. Factors like spot ETFs, retail demand and incremental institutional buying are supporting BTC price.
Scaramucci expects Bitcoin to finish the year above current levels, even without the passage of the CLARITY Act. He sees Bitcoin trading around $70,000 to $75,000 by year-end.
"You’re not going to get much lower than this," he said, barring an unexpected hack, technological failure or other major shock.
Why CLARITY Act Passage Looks Difficult
Scaramucci said he is not optimistic that the CLARITY Act will secure the 60 Senate votes and the legislation could be delayed for several years.
He said claimed President Donald Trump would need to accept restrictions involving his family’s crypto interests to help secure Democratic support.
For Democratic support "the president has to accept certain guardrails on his family and himself," Scaramucci said. Trump is unwilling to do so because he "likes to make money more than he likes running the presidency."
Scaramucci said the bill is more important for altcoins than Bitcoin because the latter already has regulated investment products and has established itself as a digital store of value.
He expects assets such as XRP (CRYPTO: XRP) and Solana (CRYPTO: SOL) to rally if the legislation passes, while Bitcoin and Ethereum (CRYPTO: ETH) are more likely to follow their own adoption paths.
A $25 Trillion Bitcoin Market?
Scaramucci said generational change could drive Bitcoin adoption over the coming decade as younger investors move into positions of greater financial and political influence.
Even without U.S. regulatory reform, he believes BTC could eventually reach half of gold’s market capitalization.
If gold reaches a market value of roughly $50 trillion over the next decade, Scaramucci said Bitcoin could grow to around $25 trillion.
That would imply a Bitcoin price in the range of $1 million to $1.5 million, depending on circulating supply.
He added that his estimate could prove conservative if governments embrace Bitcoin, tokenization accelerates and AI agents begin using cryptocurrency for autonomous payments.
