Caterpillar Inc (NYSE:CAT) shares are retreating Wednesday after Baird stripped the heavy equipment maker of its bullish rating and delivered an aggressive price target reduction.

Baird Downgrades Caterpillar Citing Shifting Ground in Data Center Construction

Baird analyst Mircea Dobre stepped back from his bullish position on Caterpillar Tuesday, moving his rating to Neutral from Outperform and trimming his price objective to $900 from $1,200, a reduction of 25% that leaves about 7% of implied upside on the table at current prices.

Growing Regulatory Pressure on Data Centers Threatens Order Pipeline

The immediate catalyst for the reassessment is a broadening campaign of regulatory intervention at the state and local level directed specifically at data center development. New York State’s decision to impose a construction moratorium represents the most visible manifestation of a pattern Dobre said is gaining momentum across multiple jurisdictions simultaneously.

Each new layer of government scrutiny introduces additional approval requirements, drives up development expenses, shrinks the pool of viable sites and makes future capital commitments more difficult to justify for the companies building these facilities. Dobre acknowledged the pipeline of near-term orders remains healthy, but said the probability of a meaningful deceleration in 2027 and 2028 bookings has risen.

Bipartisan Opposition to Data Centers Adds a Political Overhang

The political backdrop makes the situation harder to dismiss as a temporary headache. A Gallup survey found that more than 70% of American adults object to data center construction in their own neighborhoods, a sentiment that cuts across political identity with 75% of Democrats, 74% of Independents and 63% of Republicans aligned in opposition.

Dobre called community resistance to data centers one of the genuinely rare areas of bipartisan agreement in an otherwise deeply divided electorate, and said the 2026 election cycle will function as an early stress test for how far that sentiment can translate into concrete policy before the issue becomes an even larger factor heading into the 2028 cycle.
