H.R. 8957, the Strategic Bitcoin Reserve bill, heads to the House Financial Services Committee Wednesday for its first formal Congressional consideration.

What the Bill Actually Does

Bitcoin analyst Tim Kotzman laid out the key provisions in a thread on X Monday, calling the committee consideration “extraordinary” given where the conversation stood five years ago. The bill’s core provisions:

ProvisionWhat It Means
20-year holdBitcoin in the reserve cannot be sold, swapped, auctioned, or pledged for two decades
Seizure-to-hold modelFlips the historical seize-and-sell playbook to seize-and-hold permanently
Separate digital asset stockpileNon-Bitcoin assets held separately and potentially sold, with proceeds flowing to the Bitcoin reserve or national debt reduction
Proof of reservesTreasury must report regularly and prove it controls the Bitcoin it holds
Budget-neutral acquisition studyDirects Treasury and Commerce to find ways to accumulate more Bitcoin over five years without new taxpayer spending

How We Got Here

As Benzinga has reported since late 2024, the reserve concept moved from campaign promise to reality faster than most expected.

Trump signed the executive order in March 2025, funding the reserve entirely with Bitcoin already held through criminal and civil asset forfeiture, worth roughly $17 billion at the time.

The government now holds 328,372 BTC worth over $30 billion.

On the legislative side, Sen. Cynthia Lummis (R-Wyo.) has pushed the BITCOIN Act since late 2024, calling for purchasing 1 million BTC over five years and holding it for at least 20 years.

The momentum carried into 2026, with White House crypto adviser Patrick Witt teasing a “big announcement” on the reserve’s legal framework at the Bitcoin 2026 conference in Las Vegas in February, pointing to Congressional approval as the final remaining hurdle.

Why Wednesday’s Hearing Matters

The CLARITY Act’s Senate defeat Tuesday removed the biggest crypto legislative catalyst of the year.

Wednesday’s committee hearing on the Strategic Bitcoin Reserve bill gives Bitcoin (CRYPTO: BTC) bulls a fresh reason to watch Washington, with the bill representing the next potential policy tailwind for the asset.

Kotzman framed it plainly on X: “We are watching the monetization of Bitcoin happen in real time. Slowly, then suddenly.”
