The submission represents another important step toward deployment of a fleet of BWRX-300 reactors in the United States. It follows the Tennessee Valley Authority’s construction permit application for a BWRX-300 at the Clinch River site in Tennessee, where the NRC review is approaching a decision.

Blue Energy’s proposed project in Victoria, Texas, is expected to combine GE Vernova 7HA.02 gas turbines with BWRX-300 small modular reactors as part of the company’s gas-plus-nuclear development model. Blue Energy selected the BWRX-300 earlier this year and has been working with GVH to advance engineering and licensing activities for the project.

Blue Energy is pursuing a phased approach to its construction permit application. The company expects to submit the remaining portion of the application in 2027 after they complete the NRC-mandated one calendar year of site-specific data collection.
GVH is supporting Blue Energy with technical information and engineering work related to the BWRX-300. The companies announced a project acceleration agreement in April 2026 to advance deployment of BWRX-300 small modular reactors and GE Vernova gas turbines at the Texas project.
The Blue Energy milestone comes as BWRX-300 deployment continues to advance in North America. Ontario Power Generation is constructing the first BWRX-300 at its Darlington New Nuclear Project in Ontario, Canada, while TVA is progressing licensing and development work for a BWRX-300 at Clinch River in Tennessee.
These projects are establishing the licensing, engineering, manufacturing and supply chain foundation needed to support repeat deployment of the BWRX-300 in the United States and internationally.
