Industry Leaders React To Failure
Ripple CEO Brad Garlinghouse criticized Senate Democrats on Wednesday after the vote failed, noting that “this one stings” after significant industry lobbying efforts. Opposition centered on concerns that the bill’s ethics provisions were insufficient regarding President Donald Trump’s crypto interests.
Agencies To Lead Regulatory Efforts
Garlinghouse stated that regulation could now shift toward rulemaking by the Securities and Exchange Commission (SEC), led by Chair Paul Atkins and the Commodity Futures Trading Commission (CFTC), led by Chair Michael Selig. The agencies issued joint guidance in March clarifying federal securities laws for digital assets.
Mainnet Launch Proceeds
On Wednesday, Circle announced the public mainnet launch of Arc, a Layer 1 blockchain purpose-built for financial markets. Arc features native integration with USDC, which has over $74 billion in circulation and launches with founding validators including BlackRock, Mastercard and Visa.

Technical Analysis
Circle is trading at $80.72 and is sitting 10.6% below its 20-day SMA ($90.75), a sign that the near-term trend has cooled and rallies may be getting sold. At the same time, it remains 7.1% above its 50-day SMA ($75.73), so the intermediate trend hasn’t fully broken — yet.
RSI is the cleaner momentum read here: at 46.08, it’s neutral, which usually points to a market still searching for direction rather than an exhausted selloff.
The bigger-picture trend is still conflicted because the 20-day SMA is above the 50-day SMA (a short-term bullish crossover), but the Death Cross from June (50-day below the 200-day) remains an overhang for longer-term trend followers. With the stock also below its 100-day SMA ($85.16) and 200-day SMA ($85.78), bulls generally need to reclaim those zones to argue the longer-term downtrend is easing.
