Strategy Inc. (NASDAQ:MSTR) shares are falling Wednesday alongside other crypto-linked equities as Bitcoin continues to sell off after the Senate blocked the CLARITY Act from reaching the floor.

Four Republicans Cross the Aisle to Sink CLARITY Act

Forty-one senators voted nay on the procedural motion, stopping the bill well short of the 60 votes needed to open debate. Republicans hold 53 seats and had to peel off seven to 10 Democrats just to clear that hurdle. They went the other direction, with four Republicans siding with Democrats, and Sen. Thom Tillis flipping his yes to a no, a tactical move that lets him call the measure back up later. Tillis framed the outcome as a pause rather than a defeat.

Lummis Says Democrats Kept Moving the Goal Posts

Sen. Cynthia Lummis came out swinging once the tally was final, posting that Democrats never approached the table in good faith. Every time Republicans satisfied a demand, she said, the other side produced a fresh one. She argued the bill would have curbed lawmakers’ personal crypto trading, strengthened fraud protections and kept digital asset development inside U.S. borders.

Democrats argued the bill still fell short, saying 126 of their requested revisions left unresolved ethics and national security gaps, and Sen. Mark Warner dismissed the tougher language as nowhere near sufficient. Traders saw the impact immediately: Cointelegraph noted Polymarket odds for the bill becoming law jumped to 35% Sunday before sliding to 16% once influential Democrats rejected the revised ethics provisions.

How This Impacts Strategy

Investors use Strategy as a high-beta proxy for Bitcoin (CRYPTO: BTC) because of its massive BTC holdings, which makes the stock swing harder than the underlying asset. That leverage explains today’s outsized move.

The bigger issue is what comes next: institutional capital has been waiting for clear market‑structure rules before committing at scale, and Congress just pushed that timeline further out, leaving a familiar overhang on the entire crypto sector.
