Revised CLARITY Act Draft Drives Monday Rally Ahead of Crucial Tuesday Senate Vote
Shares of Robinhood and broader crypto-linked equities gained positive momentum on Monday after Senate Republicans released a revised draft of the sweeping CLARITY Act ahead of a key procedural vote.
The updated draft incorporates new Trump-backed ethics provisions and addresses Democratic and banking industry concerns over conflicts of interest and financial safeguards, significantly boosting market optimism for the bill’s legislative prospects.
All eyes on Wall Street are now on the Senate floor for Tuesday afternoon’s procedural cloture vote at 2:15 p.m. ET, where Republicans, who hold 53 seats, must secure at least seven Democratic votes to reach the 60-vote threshold needed to advance the digital asset market-structure framework.
However, Tuesday’s pullback suggests traders are locking in profits from Monday’s rally while weighing whether Senate Republicans can actually secure the required crossover votes.
Prediction Market Expansion and Historic IPO Underwriting Role
Tuesday’s pullback follows business momentum established over the past week. Robinhood inked a deal with Crypto.com to integrate its event contracts into Robinhood’s prediction markets hub while taking an equity stake in the crypto exchange.
The partnership strengthens a prediction ecosystem that has already processed over 16 billion event contracts in 2026, topping 2025’s full-year total of 12 billion. Concurrently, Robinhood landed its first-ever investment banking syndicate spot, serving as an underwriter for smart-ring maker Oura’s upcoming IPO, which is seeking a valuation exceeding $16 billion.
August Metrics Highlight Expanding Asset Base and Surge in Trading Volumes
Robinhood recently reported strong monthly operating data for August. Total platform assets reached $384 billion, up 8% month-over-month and 26% year-over-year, bolstered by $4 billion in net deposits and a funded customer base of 28.6 million.
Trading activity accelerated across all asset classes: equity notional trading volume jumped 68% year-over-year to $335 billion, crypto trading volume surged 61% month-over-month to $17.5 billion and monthly event contracts traded scaled 15-fold year-over-year to 4.7 billion.
HOOD Shares Fall Tuesday Morning
HOOD Price Action: Robinhood Markets shares were down 2.83% at $111.12 at the time of publication on Tuesday, according to Benzinga Pro data.
From a trend perspective, HOOD is still holding a bullish structure: it’s trading above its 20-day SMA ($108.71), 50-day SMA ($103.32), and well above the 200-day SMA ($95.13), with the 20-day SMA above the 50-day SMA. The golden cross that printed in August (50-day SMA moving above the 200-day SMA) continues to frame the bigger picture as "uptrend intact," even as the stock digests gains.
Momentum is best read through RSI, which sits at 52.11—neutral and consistent with consolidation rather than a stretched, overbought unwind. RSI is a quick way to gauge whether buying or selling has become "too crowded," and this reading says HOOD is closer to balance than to an extreme.
- Key Resistance: $112.50 — a nearby pivot area where rebounds can stall if buyers don’t regain control quickly
- Key Support: $100.50 — a key downside level to watch if selling accelerates, sitting near a psychologically important round-number zone
