Energy Cost Inflation and Diesel Export Ban Warnings
The sector-wide downturn stems from rising crude oil and refined product prices driven by stalling U.S.-Iran peace discussions at the United Nations General Assembly in New York. Geopolitical risk premiums escalated after Iranian President Masoud Pezeshkian declared on Wednesday that “we will not bow to U.S. pressure.”
Compounding energy market anxiety, major commercial trade organizations issued a formal warning to President Donald Trump on Thursday, cautioning that a proposed ban on U.S. diesel exports would restrict refined product flows, elevate domestic wholesale fuel prices and strain long-haul freight networks.
For UPS, rapid spot price increases in ultra-low sulfur diesel and jet fuel create a short-term recovery lag in weekly index-based fuel surcharges, placing pressure on near-term domestic ground and international express operating margins.
Peak Surcharge Execution and Restructuring Trajectory
The fuel margin headwind comes as UPS prepares to implement its 2026 holiday peak demand fees starting September 27, which apply higher handling and large-package charges through Jan. 16. Chief Executive Officer Carol Tomé noted during the firm’s July 28 second-quarter earnings call that U.S. package volume is expected to jump approximately 24% from the third to the fourth quarter.
In that second-quarter report, UPS posted consolidated revenue of $22.8 billion, up 7.6% year-over-year, and raised its full-year 2026 revenue guidance to $91.2 billion following the completion of its planned Amazon volume glide-down and network automation initiatives.
To support international growth lanes, UPS also launched a new global operating model on September 1, appointing Wilfredo Ramos as Chief International, Healthcare and Supply Chain Solutions Officer following the announced retirement of Kate Gutmann on August 31.
